If you can play your golf ball when it is in the water hazard, you don't have to take a penalty stroke. Always try to see if it is possible to play out of the water hazard. In this video Tom gives you a few helpfull tips to get out of the water hazard without taking the penalty. In this case, the ball is not in the water and close to the green.
